You have to retune the PCM. ALthough backing out the screw on the TB will lower the idle, the idle bypass solidoid will be maxed out and the engine won't idle at all when cold.
Why do you want to lower the idle??? Is your current idle rpm too high?? If so you have a problem elsewhere. Probably a bad or sticking idle solinoid.

My car before I put it away for the winter was idling about 1300-1500RPM even when warm. Normal is 1K, I was just wondering if something was up. I'll have to check the solenoid to see if that's the case. I also plan on putting a bigger Cam in and would like it to idle at a lower RPM stricly for a nice lumpy sound

or it is just cold outside with oil that is made for the summer. I know my car hated the cold weather and would do the same up north. When I came down to florida it never did it again.

Don't try to adjust it with the screw, it will likely just end up worse. If it is mysteriously idling higher, look for a vacuum leak etc as suggested above. Your idle speed didn't just raise itself to a point that requires adjustment.
