It sounds like you're not familiar enough to piece together everything for a stroker, so the easiest thing to do is buy an entire rotating assembly from a manufacturer like Scat or Eagle. It will come with your crank, rods, pistons, bearings, rings, balancer and flexplate/flywheel......pretty much everything you need for the shortblock minus the cam. Then you'll need heads/cam/intake to compliment the extra displacement. Best thing to do first is set yourself a budget and goals for what you want out of the motor.

If all you want is 450hp save some money and piece it together for DIRT! ANY off the shelf 350 piston combined with a 3.75" (stock 400) stroke crankshaft, and a 5.565" (stock 400) length rod will give you a 383 on a budget. Its not a high rpm combo but you could spin it 6500 and make all the power your wanting. There are many kits out there for good money but if you want to do it on the cheap there is the formula for it above.....
If it was for me I would do an internally balanced 383 it will cost a few bucks more but its money well spent.

i would recommend a scat rotating assebly, cast crank i beam rods and forged pistons, you pick the comp ratio you wanna run, get yourself a good roller cam, something like 550 lift with high 250's duration and any lsa you want, you should be sitting at where you wanna be easily.
or just use your stock crank get some rods and pistons, ball hone your cylinders and make a 377, thats always an option., you need to tell us the heads your running and the size of the comb chamber.,
and yes the zz4 383 is a great platform to start your build,

You may check around your local track for someone selling out. I sold my old 377ci. for $3000.00 just because BIG DUMMY ME wanted a 434ci. that engine went turn key.
