OK, so your saying your daytime running lights (turn signals) are on normally, BUT at night time the daytime running lights (turn signals) only come on when you use the turn signal. Is this your question?
I learned a little Arabic while i was in Umm Qasr Iraq, pretty close to Kuwait if i remember.

The bulbs probably have two filaments. When both are on, the brightness is increased.
If your Corvette's system is like Camaros and Firebirds, you would need to devise a system of relays to do what you want to do. (It is not an easy thing to do because there are electronics that manage the sharing of the turn signal and day time running filament.) There were some posts inquiring how to do this for F-Body cars a couple of months ago, but no one came forward who had actually done the modification.
