EN-47988 Serpentine Belt Tension Unloader
There's a spot this tool attaches to under the lowest pully closest to the passenger compartment. Rotate it forward etc.

I can see where the tool goes but to remove and replace the belt almost looks like you have to remove the passenger side tire and remove the plastic in the fender well to do this.
What do you guys think?

There's also a belt tool. You put the belt into the end of this long tool, and it has kind of a U-shape that points towards the driver's side when you have the tool pointed down. This allows you to take the belt all the way down to the crank, and lay it onto the pulley. This job cannot be done with conventional tools, but if you have the right tools like the slim tensioner unloader above and a low profile belt tool, it's probably a 30 min job (assuming you also have the belt layout diagram).

Remove the passenger side diagonal brace, if more clearance is required.
Reposition the under-hood bussed electrical center (UBEC), if more clearance is required.
Install and rotate the Serpentine Belt Tension Un-loader EN-47988, in order to relieve the tension on the belt tensioner.
Remove the drive belt from over the power steering pump pulley. Slowly release the EN-47988 and remove from the belt tensioner.
Remove the drive belt from around all the other pulleys. Clean and inspect the belt surfaces of all the pulleys.
Install and route the drive belt around all the pulleys except for the power steering pump pulley.
Ensure that when installing the EN-47988, to the belt tensioner that the EN-47988 is NOT installed above the drive belt.
Ensure that when installing the EN-47988, to the belt tensioner that the EN-47988 is installed below the drive belt.
Rotate the EN-47988 clockwise in order to relieve the tension on the belt tensioner.
Ensure that the drive belt is still properly routed around all the other pulleys, then install the drive belt over the power steering pump pulley.
Slowly release the EN-47988. Remove the EN-47988 from the belt tensioner.
Inspect the drive belt for proper installation and alignment. Position the UBEC, if required.
