Default could a miller cycle/M90'd L99 push 280 horse?

with a decent port, TPI setup & tune (optispark removed) as well as a electric water pump (if i can find one or set something up), as well as headers, no ac, and a miller cycle camshaft that leaves the intake valves open for 15% of the compression stroke & is profiled for best mpg from 800-2800rpms.

along with as high of compression as i can get without hitting anything (to make up for the lost compression.

with a newer generation M90 & a miller cycle cam/tune for mpg from 800-2800rpms, do you guys think itd be possible to push 280hp?

my main goal is a supercharged gas efficient unique small block, but id like to know if 280hp with a 6 speed would be out of the question?

also if the cam profile can accommodate it im looking to start making power at 800 & push power to 4800, but im more than anything wanting the best MPG i can squeeze out of this thing from 800-2800 rpms as previously stated, thats why im asking is 280 reasonable.
