What part(s) are broken pertaining to the wipers?

What part(s) are broken pertaining to the wipers? They rest up high as you can see in the pictures. Also when they do come on the wiper will just about hang off the side.

If that doesnt work just replace the wiper motor. Mine do the same, sometimes they go down all the way, other times they stop in a straight up position. I have some more pressing things on my list at the moment, but I'll be replacing my wiper motor soon.
