Default Will carbed LT1 with cats pass emissions?

Hi,
I was wondering if anybody knows if a carbed LT1 with cats will pass emissions?
It's going in a 1987 car in Illinois.

It may not pass a visual test, but it's certainly possible to pass the sniffer.

The real advantages of the LT1 are one the heads, but the Vortecs got their ports form the iron LT1 heads so you could use those on a gen1 so no big advantage there, Second the sequential and flexible MAF injection which together with number 3 the reverse flow cooling allows for the high compression, the opti is also a very accurate piece but you will ditch that for a gen1 piece. Basically what I am trying to say is if going carbed stick with a gen1, with the head thing and lack of injection the LT1 just lost out on most of it's advantages over the gen1 to get that compression to work well without the injection and opti you are probably going to end up running it rich and at less than optimal and certainly less accurate timing.
