Which header?
I went looking for some headers online I've found:
Dynatech coated and stainless steel
http://store.summitracing.com/partde...5&autoview=sku
and
Pacesetter coated, steel
http://store.summitracing.com/partde...5&autoview=sku
and
Pacesetter uncoated, steel
http://store.summitracing.com/partde...5&autoview=sku
are the dynatech ones a good deal? or am I just looking in the wrong place? Also I'm trying to stay emissions legal.

cheapest price and free shipping, coat them and wrap them yourself

I went with Jet-Hots (essentially Super Comp's but with thicker flanges and a little better welds).
I dont think there is much difference between Pacesetters/Hooker Super Comps/and Jet Hots. I'd go with whatever is cheaper. At the time, I got in on a group buy on Jet Hots ($450, i think?). They all make emissions compatible headers, but they are going to relocate your cat pretty far back, which might fail a visual inspection.

Do not wrap a header on the street!! They collect mostiure and will rust them in short order. even if they are coated, the constant water on them will eat it in no time!!
coating them yourself can be a very effective option. so long as you prep it right, and get an even coat, in multi layers.

coating a set of headers yourself will never compare to a professional shop who has the proper equipment to do it.
As for the header wrap, the **** is garbage. Even a lot of circle guys have gone to ceramic coating cause they're tired of replacing their headers ever year

can you be emissions legal with LT headers? or does it vary state to state? What else do you need when installing the headers other than the headers themselves, the time required to install them? I read something about poly motor mounts and a tune so the rear o2 wouldn't bring up the SES light. Do you need to buy a Y-pipe?

the rear O2 deal is only if you delete the cats. I don't think NJ will allow the use of LT's, since you move the cats. I'd look into your emissions laws. you can alwasy keep the stock manifolds and pipes, and swap them on for the emissions part. Some may say that is shady, but what is shady is not letting us run long tube headers on a street car!! I'm glad I don't have emissions testing!
Buffman is right, it won't be the same as getting them coated by a pro, but if money is really that tight, and you don't mind redoing it every year or so, go for it. me, I have mine procoated... now I just need a car to put them on!
