Default LT1 EXternally or internally Balanced

I have a 96 LT1 Z-28. Is it externaaly or Internally balanced?

I believe it is internal front and external rear. When I rebuilt mine I used an internally balanced crank and zero balanced the flywheel.

This is correct. They have zero balanced dampeners up front and a balanced flywheel in the back.
