if you read your enlistment, you are guaranteed at least your base pay. and since your enlistment is a contract, the DOD and federal government is in breach of contract. and you can sue them, not sure how far that will go haha, but everyone could revolt and file a class action suit.

It's not going to happen. You have nothing to be afraid of. It is just a scare tactic article.
There is people in DC that have been working 20hr days just to make sure we are ok. Totally separate from the other BS going on.
They realize over 50% of the military live paycheck to paycheck. Especially if you factor in having to make up the OHA / BAH on our own.

To say it's not going to happen is foolish. Although it's not LIKELY, it's entirely possible and has happened before. During both the Clinton and Reagan administrations. Brushing it off isn't smart. Taking the time to prepare yourself in case it does happen in the future would probably be a better use of time.

Even if the government shuts down all ACTIVE DUTY will keep receiving pay checks.
CEASE BUZZER...
DoD is operating on a separate continuing resolution that is different from the rest of the federal budget. In short, if the current negotiations fail and the government shuts down, Active Duty folks still get paid.

what i read is H.R. (House Resolution) An Act - This mean that is a resolution that has NOT been approved by the House. Which in turn that it means it as not been aprroved by the Senate. It has to be both approved (enacted) by both side of Congress. so, if they are still debating the Federal Budget, and the appropriations for the DoD has not made it through each side. then those appropriations are NOT approved. and if they dont get it approved, and the government shuts down before H.R.1 is approved, that inturn would all appropriations outlined in the document would not be approved.
thats my take.
