it likely isn't sped up at all... tarmac hill climb drivers can pull some amazing speeds, high power light weight and great handling...
but its also extremely probable that the drivers know the course back to front, as they run the courses numerous times each way, not to mention also do drive the course beforehand as well...

Gotta have a spotter with some sort of GPS and mapped out and everything. Just like a rally driver cant remember ever single turn. I dont think its sped up though, remember the video with the F1 hill climbs or whatever in Sweeden.
