depends on how much power your looking for and how "streetable" you want it. Id suggest an FM13 and a set of 5.3 liter heads (PRC, patriot, etc). That will give you anywhere from 400-430rwhp, depending on your supporting mods, then with a 75 hot you be very close to 500 rwhp and well over 500 rwtq. In addition, the FM13 would idle well and the heads (milled) would up the compression and provide a nice NA combo that would love the spray.

If you are going to run a F13 cam, we would say go with our LS6 style heads. They flow better than a 5.3 and chamber size can be as small as 59cc without milling the head. Black02SS just went 11.53 with a set of these heads and a F13. Even with the 11-1 compression, a 75 shot will be great.
Another advantage of having a set of our LS6 style heads is that let's say sometime in the next year or so you decide to build a 408. We can use the same heads you used on your stock bottom end, re CNC the chambers and enlarge the valve sizes at a small cost. This keeps you from having to buy a new set of heads.
