Default Repainting my 99 z28

Ok, here's the deal. I have read up on prep work for painting a car in a million different threads, some people say go down past the base coat to the primer or e-coat or whatever. Some say just "scuff" the existing clear fairly good so long as it isn't chipping off and it's smooth , your good to go over that.
I have a few places that are chipped but large areas where the paint is just old and oxidized, and am having to repaint a hood, spoiler and front adn rear bumper anyway, so the I figure I'll do the whole thing.
What would be your course of action with this , including what grits of sandpaper would you use or scotchbrite pads, and then would you prime the entire thing or only areas that are down to metal or chipped badly. Thanks for any input.

Take the clear down to 400 and you will be fine no other surface other than cured paint will hold better, in your rock chipped spots take them down to 180 and prime those areas
