Move on. That's my advice. You can find REALLY nice unmolested cars for $9k. I've seen lightly modded autos to bone stock six speeds to a 10 second nitrous Formula with a 9 inch under it for $9k if you keep searching.

If it is in otherwise good shape and has any sentimental value I'd fix it, but if neither then it may be better to move on. Depends on how bad the damage actually is. I look at those pics and think OK new fender, bumper, hood, brackets, done, but if they totaled it out there must be something more messed up I would suspect.

Don't get me wrong but my WS6 has a rebuilt Salvage title, do I car No will other people if I went to sell it yes. Unless your car is in above average shape I'd part it out take that the settlement money and buy a nice SS or WS6 for yourself.

My car was hit in the same spot, similar damage I believe ( from what I can see ) and I had it fixed for about $5000.00
BUT... my car also means the world to me, lots of great memories etc. If it was any of my other cars, I'd have just gotten a new one.

$9K can buy a pretty nice, low mileage, stock Z28. For $13K you could probably buy a 20K mile mint SS....or a very nice modded one with slightly higher miles for the same price.
