Default new paint/color change info

my 98 Z28 rear bumper has a horrible clear failure along with the passenger quarter and some on the door..makes the car look beat. my annual inspection is due and it simply wont pass without a repaint. i was thinking to repaint the whole car while am at it. its a 155K+ miles daily driver so not looking for a showroom quality.

I was thinking of a single stage matte color. grey, white or military green i am also going to sand the whole car down myself. it has no dents only 2 or 3 chips from the highway. the painter quoted 250$ just to spray the car including m asking and what not minus the paint.

my questions are, what paint to use? sand whole car with 400 and off to paint? i dont see a need to sand car to bare metal. also, am only painting the outside so no door jams, roof or under the hood because i want to save $$ and am too lazy.

You can't pass inspection because of failing clear coat? That's nuts.

yes, you cant pass inspection with a failing clear coat in Dubai but its okay that i run long tubes and ory lol am happy with that
