I just did this. Went from a 98 which didn't take well to a new OS. I now have a 2002 ecu. The easiest way for me to repin was to use label markers (lowes) 1-99. I then took a full sheet of each, so two sets of 1-99 and drew a red line and a blue line across them. So you end up with Blue 1, blue 2, red 1, red 2 and so on and so forth all the way through the digits.
I wrapped all the 98 wires in their correct number to pin.
Then I printed both the 98 pin out and the 02 pinout. On the 98 sheet I wrote the corresponding pin location and color to the new ecu on the left of the 98 location
number. For example, if pin Red 1 on the 98 was camshaft position, I looked at the 02 pinout and found it at (example) pin Blue 52. So I marked the 98 page, B 52 next to Red 1.
This might seem trivial, but I wanted to be able to remove all the pins at once instead of doing them one at a time. I removed all the unneccessary pins, egr and the like.
Then just take thos pins and plug them into their corresponding new location.
I believe the only pins that didn't get used were a second serial data on the 98 and the sensor jumper ground.

You need to use the fuel segment from a van tune I think you can get it at holdencrazy.com. When you do the gauge will read backwards, it is easy enough to reverse it, also the 98 has a different capacity tank, you can copy that from your 98 tune. The rest of the cluster works as was.

This segment swapping at the end user level is exclusively an EFI Live feature. From reading your other thread I believe you stated you are going to be using HPT.
The big advantage I see for your situation (98 to 99+up swap) would be getting the realtime capability.
HPT has an enhanced 98 OS that should serve you well minus the RT capability.
If you see fit to use HPT for this project you will have to swap the cluster, re-pin it and change the sending unit in the tank.

I've finished doing it yesterday (took me 3 full evenings). It's not hard at all. Somewhy I had to extend about 15 wires, I think others got away with less wires need extending.
I used "flanders" guide, very useful
I just don't know about fuel gauge, if I connect it to PCM, will I be able to see fuel level through HPTuners or not??
