Will MAFT adjust for Idle/Part throttle?

Default Will MAFT adjust for Idle/Part throttle?

I did a search to find out if the MAFT will adjust for idle and part throttle fuel mixtures but everybody talks about WOT only. My car is rich at part throttle and fouling plugs. Will it help?

Base and WOT settings are based on frequency output,
the base is applied across the board including idle/low
throttle/low RPM and above a certain frequency breakpoint
you roll on the WOT as an add/subtract term.

Part throttle should be handled by the PCM closed loop
unless you have some MAF issue. Plug fouling can also
be an oil control (PCV) issue....
