Default mustang emissions question

My friend has an 06 gt. he recently installed a set of headers with off road x pipe. The question is can the o2 code be disabled like on the our cars to pass emissions? If so will the hand held programmers do it or will he need something along the lines of hp tuners to do it?

Fords, when you disable the rear o2's the readiness test does not complete, as it should not, as the test was not run.

if your OBD2 inspection only looks for no codes, he will be fine with say a SCT X3 preloaded or custom tune. If the inspection looks for the readiness tests that the car should run, and sees the O2 test is incomplete he will not pass. The ford system coded different than the GM system that defaults to pass, when the codes are deleted.
