97 lt1 with vortec distributor and 0411 pcm WILL NOT START

97 lt1 with vortec distributor and 0411 pcm WILL NOT START
So i just got done swapping on new heads, a new intake and a whole new ignition system which consisted of a vortec distributor and the 0411 pcm with an 01 express van tune on it..
The car WILL NOT START
the injectors pulse and pleanty of fuel comes out but i am getting absoloutly zero spark.
I have already ruled out the ICM and the coil as i have changed both of them.
I really dont think i did but if i installed the distributor 180* out, i could see that causing a no start issue but there should still be spark at the plugs..
iwent back over the pinouts of the express van and verified that the IC timing control pin is in the right place...
anyone have any ideas? thanks in advance.

Seems like its not getting the crank pulse
Did you put the vortec relctor on the crank?
Did you check the clearance between reluctor and the sensor?
Are you by chance using EFI Connections conversion?

thats what im thinking. I have not yet checked the clearence between the reluctor and the sensor but im going to tonight.
and no i did not put the "vortec" reluctor on the crank as the 96-97 lt1 reluctor/sensor is the same as far as i know.

VATS wouldn't allow fuel but would allow spark so it isn't a VATS issue
If that is the same sensor and reluctor as the vortecs, that gap is way too wide
I'd be looking for a sixtenth or less

when i sent the pcm to bryan at PCMforless i requested to have vats disabled, i just shot him an email to make sure that he did. i would say the gap is right at a sixteenth of an inch... i will try to shorten it and report back.
Also, the fuel injector control pins, are those suppose to be pulsing positive voltage or pulsing a ground?
