Default testing tps

I just tested my tps. With the key on engine off. The grey wire read 5.03 without pressing the gas. Is this right?

Believe the gray wire is PCM reference 5V,
that reading says it's good to < 1% accuracy.

Blue wire should be your TPS voltage, want
about 0.5V resting and about 4.5V (4.6V
tops) wide open.
