Default Am I in the right spot?

So my neighbor tunes all his cars and is an electrical engineer so **** likes this comes easy to him and he got the car idling for me but wants me to see if I can do the rest with little help, plus he is always busy,

Drove the car 30 min, parked for 5 min, drove another 40 min. The car was driving fine but seemed liked the throttle blade wasn't opening as fast or all the way maybe. I do have a new 102 DBW TB. I think he has the etc area scaler towards stock but remember that had to be changed. Another issue I had was that it would buck at 2200-2300 rpms. It said I was doing low-mid 70s but not sure speedo is correct. Not sure how to adjust it. I do have the gears changed in speedo window along with right tire size but its still off. Anyone able to help me or point me in right direction?

I am using a ls3 maf cartridge if that matters. I remember reading somewhere to raise the hz but never found anymore info on it or where to.
