Default S10 swap

Hello all, I will start by saying I know little to nothing about tuning. I'm looking into doing a 5.3/T56 into an S10 (1997-2002). Alright, so i'm trying to do a little research before I buy this truck. I already have a 5.3 and T56, but im worried about f-ing inspections. I live in VA and we need to have an emissions inspection every 2 years. So is there a way to remove the evap monitor(and probably the O2/Cat Converter monitor) through tuning so I can pass the inspection? I will be using a Current Performance wiring harness, and stainless works 1 7/8-3 long tubes. I will put in either high flow cats or a fake looking cat.

I don't know how the emissions machines scan or do their thing; I don't know if it simply looks for codes in the computer or if it actually goes in and looks at each module.

Thanks Guys

Yeah, in HPT they can be set to ready no report. Most inspections simply plug into the OBD-II and look to make sure everything is reading ready. If there is a physical inspection, you may need to have cats.
