Line pressure too low?

Default Line pressure too low?

I have a fresh built 4l60e, just did a cam install and the car ran great. I sent the pcm off to be tuned and the car was shifting too hard so I asked the tuner to drop the line pressure to 25%( I had a hpp3), raise my shift points and tune for the cam. When I installed the pcm and ran it the car hit the rev limiter on the 2-3 shift everytime till finally I lost 3rd on 4th gear. I took it to my trans guy and everything was burnt and he said it didn't have enough line pressure to make the car shift. Is this possible? Thanks in advance.
