Car stuck in an open loop

Car stuck in an open loop
This post does not involve an LS1 but I used to own a 98 TA and everyone here is really helpful so I came back.
Heres the problem:
2000 Chevy Tracker 2.0 4cyl auto NBM <-- (just for fun).
Car has been running really rough, from a stop you have to almost place your foot to the floor to get it to budge an inch and then it rockets off. Does the same thing cruising at 45, give it a little gas and the thing falls on its face and then rockets off. I've recently changed the O2 before cat, plugs, oil and fuel filter.
I tried to get it inspected yesterday and the EVAP, catalyst and O2 sensor are showing "NOT READY". The mechanic shop i have it in today tells me that the system is stuck in an open loop and for some reason will not close. I've un-hooked the battery, let it sit over night and then put excess of 100 miles on it and still stuck in open.
Can anyone please inform me on what can be done to get the car out of the open loop?
