Default Tuning issue????--Graphs enclosed

I recently installed a 228/232 cam 588/595 110+1 on a 01 C5 Coupe. Another forum member okls1 installed the exact same cam (except 110+2) on his 02 Z28. We both have the exact same mods, air box,headers,exhaust, ported tb,4:10's. Patrick G recommended this cam to me and has been very helpful with all my questions. Okls1 graph looks just like it should. A increase in tq and hp from the start. Patrick thinks possibly since cam was not degreed it could be a little off, it was installed dot to dot. He thinks tuning could resolve some of the issues I'm concerned with. I'm not really sure how good my tuner is. All I know is my AFR was 13.0 at wot, should it be 13.0 all the way from start to finish. I was wanting to question him about timing and fuel on the low end to see if my hp and tq should or could be bumped up. You will see what I'm talking about when you look at the graphs. Mine doesn't show AFR.
What would I need to ask him about on power and tq below 4500.

Why don't you get the guy who tuned your friends car to tune yours?

I'd richen it up down low a bit more than 13:1. I thought I read somewhere 12.2~12.4:1 is where best torque is.
