Default car wont run when cold

every morning when i go out to crank my z28 the car doesnt seem to want to idle. the engine will idle and spudder really low almost cutting itself off then will rev up to 2000 rpm then back really low, and back up again until i hold the accelerator for a few seconds. any idea what this could be? i was thinking maybe IAC but not sure.

You need to look at the readings on your IAT and ECT sensors when it is happening. They need to be within about 5-10 degrees of each other for proper cold start runability.

This will respond to idle airflow settings and to low
RPM VE table and to the OLFA (EQ Ratio vs ECT vs
MAP) table enrichment. Start with the cold idle
airflow values, prop it up so it runs at least.

Typical low end VE table error is toward the rich
side (higher than real airflow) with a cam. Don't
see a cam on the mod list. Typical OLFA settings
are pig, pig, soo-eey, here pig, rich at your idle
MAP range and colder temps. Shave it back some
and see if not hosing it down with fuel wakes up
the idle loop to lock in better. You may want more
idle spark advance and to have it at least transition
smoothly to the main advance table (often this is
neglected).
