can I run a top mount tb on a vic jr with the stock pcm?

Not sure but why not run a 90mm with an elbow? Edelbrock has a cast elbow that is designed for the Vic Jr and the F Body.

Wilson Manifolds has carb style throttle bodies, but I can't say what sort of TPS and IAC they use.
