So I assume you're starting with a stock smogger 350? Do a basic rebuild of the shortblock, vortec heads & decent cam and you're at 400+. Post up what your actual budget is & what you're starting with and you'll get more detailed responses.

jmm is right on the money where 95% of every one wil say Vortec heads and a decent cam, BAM, there is your power. Idealy if you are not worried about numbers matching(if it still is) then geta 87+ block so you can use OE roller setup, the lifers from a LS1 will even work in them, that way there is not cam button or highly priced retro lifters. Saves a HUGE headache.

Rebuild the 350 and make it a 383, lower rpm range which means less need for gear and stall and making 400 hp is easy and you'll have close to 450 torque, with a 350 you'll have to rev it higher. I would use a cam about 224/232 with just under .500 lift on a 110. Performer RPM air gap intake and 750 carb. 5.7" rod and a 200 cc head would be good, you could run a vortech head or find a deal on some sportsman heads. I would build it 9.75 - 10.0-1 compression. No doubt it will make a very cool street motor you can drive any place and anytime.

Too bad you weren't looking for an LS1 I have one sitting in my garage
