Can stock 1999 rear springs for a 1 LE be cut to lower the car ?

You'd likely find someone to buy them since they're 1LE -- I think. This is assuming they're different from regular Z28 springs (I'm not as familiar with the 1LE suspension). If they are unique, just sell your 1LE springs and pick up someone's regular take offs to hack up.
