i beleave the "mall" fuse is in connection with the BCM and last time i checked it had no volts. let me double check.
no BCM fuse, and yes the "mall" fuse has no power
and yes my search shows MALL = Multifunction Alarm Lock and Lighting

Try this, plug the connectors back in, turn the car on and watch the lights. Gently flex the board and see what happens. I still think that there may be a bad solder joint in the area where the traces are the thinkest. That is usually a sign of higher amperage which means the lights.

Damn, You need a better meter. We can try this, but it might blow the fuse in the meter. Here is what I want you to do. This will let us know if it is a short or the BCM.
Take the red lead of your meter wherr it plugs in the meter itself. Unplug and plug it into the far left slot. It will by the A meaning amps. Turn the **** on the meter to the A position so you can measure up to the 10 amp limit. Get that jumper wire out. Attatch the black lead of the meter to the jumper wire with 12v. Take the red lead and stick it where I told you to earlier on the BCM. Look at the meter. Hopefully, it will give you a number of how many amps it is pulling. The car fuse is rated at 10 amps and your meter is rated at 10 amps so one or the other might go. Let me know what your see.
And for the record, you should really invest in a "Power Probe". That is one of the handiest tools I have ever had for this stuff. It has a sharp lead on top and a rocker switch that goes between positive, negative and nothing. You can check voltage, distribute a ground or apply 12v. They also have a 30 amp breaker built into as well. I think they are $60 or so. Ebay is your friend.
