Hell no, response will be incredibly quick like it was when in Florida when Bush was running for president.
And Bush definitely doesn't want to catch hell again like Katrina, especially in a Republican state.

Actually, its the LOCAL governments that are calling for evacuations, Red Cross assistance, etc. If N.O. would have been as prepared as we will, there wouldn't have been so many dead.

New Orleans' government fucked everything up they possibly could, by NOT acting. They killed their people with their inaction and indecisiveness.
With or without that example, I doubt the Texas coast would have sat on their *** drinking beer waiting to get **** on by a Cat3/4 hurricane. I'm sure seeing Katrina's destruction is lending to their eagerness to get the hell out of dodge, but its not to be given all the credit.

soemthing else is that they continually said that Katrina was going to hit the FL panhandle... were saying it up until two days before Katrina made landfall between New Orleans and Gulfport... at first, they completely blew off the storm because they had had close calls before... and even this time, it wasn't a direct hit.... Katrina came in East of NO... but the tidal surge was too great... the winds, even on the calm side of the storm, were more than anyone had ever tried to prepare for... and, in the end, it was like a Led Zepplin song coming true... the levee broke and they had no place to stay.
