( Dual Y is good for a couple ponies too )
Since you have a 6-Speed, get some 3.73's or 4.10's.
Next, get a nice CAI.
Unless your car is tired, you should be near 12's.

Also, I have ram air, so I don't need a CAI.
I think I may be slow because of my tires. I'm getting 2.5 sec 60 ft. times and it won't go any faster than that... My next investment might just be DR's when I can afford them.

Tires the whole key to getting these cars into the 12s. You need to HOOK. An otherwise stock LT1 can run 13.5s with LCAs and slicks - seen it done. Add some power adders and you're in the 12s amigos!

my buddy has a 95 z28 all gaskets changed out,
mods are: K&N fipk, trick-flow elbow, airfoil, gm performance rotor cap, msd wires, slp fan switch, factory location flowmaster muffler , and nitto 555r (which he did not worm up at the track). he did a 13.982 @ 99. which i think is good for not having much mods

First of all, every single person on here will have different answers because of numerous variables. Where they live, how well their particular car was taken care of, how well they can drive, etc.
If you listen to Burnzilla then all you have to do is add a CAI & DR's and you'll be straight.
In reality, that's never gonna happen.
From my personal experience (keep in mind mine was an auto), the following mods got me a best of 12.78 @ 106 with my old LT1 in my avatar- LT's, true duals dumped, TH350 swap w/ 2,8k conv., 3.73's w/ big Auburn, CAI, and ET Street's.
Keep in mind my LT1 was a stronger than average runner bone stock. With the stock A4 and 2.73's it ran a best of 13.62 @ 102. It was also a HT stripper car too, so it was lighter than avgerage from the factory.
What you need to do first is take you car to the track to get some baseline runs. That will give you an idea on what you'll need to get in the 12's. If you run 14.2's now, then obviously it's gonna take a lot more than if you turn 13.6's stock.
