Default 2006 5.3L in FJ40 Noisy VSS

I cant figure this out. Drive shaft removed. Put in drive. The vehicle speed on OBD is erratic, jumps around from 1 to 20 then 11 then 15 then 2. Its allover the place. So transmission does not shift properly. The signal seems noisy. Ran new twisted pair shielded cable to PCM same problem. Ive tried different sensors, different reluctor ringsa mounted in transmission or main shaft of transfer case. All the same. What is going On.
Ive tried the sensor that the connector comes out at right angle, and the one thats straight. it is a 2006 5.3L

Sinewave across Hi and low looks noisy. I see a sine wave from the lowside signal to gnd thats steady never changes, even when still. Its like its modulating the signal to PCM. Where thats coming from I dont know. What should the VSS signal look like, sinewave yes but how clean. Im suspecting gnd issue but engine gnded good. Body is fiberglass.

The steady sinewave has to be comming from PCM. I wish I could see the internal circuit of PCM. Could the PCM be Bad. Its brand new, the Engine/tranny setup had 5 miles on it.
