Default Standalone swap 1500rpm limit

I completed the wiring harness modifications to make it run as a standalone unit. With HP Tuners, I disabled VATS, eliminated N/A check engine lights, and changed the transmission to a manual. It fired right up, but no matter how slowly I rev it, I cannot get it past 1500-1600 RPM. It has proper fuel pressure and all of the sensors read acceptable values. I am probably overlooking something simple, but I am all out of ideas. Please let me know if you have a clue as to what is causing this. Thanks

It's drive by wire, right? It's going into limp mode. What exactly do you mean you changed it over to manual? Did you change the torque management settings?
