I've done it before, but with the block and valvetrain in place. I put the degree wheel on the crank, and an indicator on the valve spring retainer. I prefer to do it this way because I get to see the actual valve motion. If you don't have an engine together, then you have to use v-blocks like you have shown. It's just that a fixture for the follower gets a bit cumbersome.
