you are absolutely right, but just a little off center. smooth ports in the heads intake runners allow the fuel to drop out of the mixture and gather on the walls like you stated above... however, in a "dry" intake manifold and also in exhaust ports air will flow over a smooth surface better than a rough one due to the tumbling effect at the edges of the flow (resistance). of course this is virtually impossable to eliminate so just clean up the very bad looking areas and do a simple gasket match.

on carburated engines however your manifold should not be polished or your fuel will seperate from the mixture. this is the big problem with the wet nitrous kits and plastic manifolds due to the fact that the plastic is relatively smooth compared to an aluminum casting. the fuel drops out of the mixture and ignites in "puddles" and boom!

there are a couple things you can use. one is called a pencil grinder it is an air tool that at 90psi constant runs at 52,000rpm (about 70bucks) that with a 1/8" shank double cut carbide burr will work great but follow up with a flapper( dia grinder, 1/4" dia x 6-8" long with a 1 1/2" - 2" slit at the end bar stock, 1" - 2" cloth backed roll of sand paper. home made flapper!!) to smooth it out.
