Right. Your just talking about turbo lag. If you go WOT in neutral you will build boost while your bouncing off the rev limiter. The only reason that it wouldn't build up boost at 4K is because it will rev past 4K so quickly. Like you said, it will bounce off the rev limiter before the turbo will spool up. If you modulate the throttle to keep RPM's at 4K then there probably wont be enough airflow to spool the turbo up. But it has nothing to do with a load. Think about it like this, if we took a turbo car and then set the rev limiter to 4K, we could maintain WOT at 4K and build boost without a load on the engine. Its all about airflow. See what I'm saying.
