to the op unless u had the holes from the spoiler filled in the past then they threw the body kit on after they bought it.

Is my body kit stock? Hey guys I noticed that I havn't seen anyone with this same body kit that my car has. Is it stock? Forgive me I am new to the Camaro and I know little about what options they had. Sorry I didn't get shots of the back or front because I don't have editing software to bleep out my license.

The previous owner, was the original owner. He told me the only thing he added that wasn't stock was the ss wheels and the stereo. You think he would of mentioned that had it not been factory.
look at the door jamb, at the paper with all the 3 letter/number codes. look for Y3F, thats the code for the sport appearance package, aka, the rs body kit.
And yes they did make factory Z28's with the y3f sport appearance package. i can take a pic of my door jamb if you have any doubt

Your body kit is stock, I have the same one. It is part of the factory sport appearance package. It was simply an option available on Z28's and also on V6 cars as the RS package which also included an exhaust upgrade on V6 cars.
Either way I love it, I dont even need to lower her because the kit is so low already. 
Just need some 18's to fill in the gaps.
