Ground control springs and Bilstein/HAL shocks (good match)????

Ground control springs and Bilstein/HAL shocks (good match)???? I have a bone stock 99 SS. I NEED to handle better, would the Ground Control springs for 400.00 and the Bilstein or HAL shocks make me handle better to the point where I would be happy I spent the money?
I got my SS with 36,000 miles, I am up to 41,000 now after half a year and I feel like I'm missing the control this car had when it was new, I rather get it better than new anyhow. I also have a funny feeling these shocks may be dead.
I used to own a nice comfy Saturn so I don't know what these cars should feel like when new and what the old shocks feel like.......... Your help is appericated.
