Hooks/Straps inside on top of fuel tank area?

Hooks/Straps inside on top of fuel tank area? Does anyone know what those are those for? The two straps inside the car back above where fuel tank sits, i assume its for some sort of tie point? Do they support anything under the car?
I dont think bolt goes through but i might be wrong.

I just googled and was wondering what if that was those. Thanks man!
