rust on inside of outer weatherstripping piece on dr side window??

rust on inside of outer weatherstripping piece on dr side window?? i had my window rolled down today and noticed what looks like rust on some metal on the inside of my drivers side door's weather strip. is this common? my car is a southern car and the underbody is spotless? is this something i should be concerned about or is it just some little metal clip or something? it looks like whatever it is is supposed to be covered by some sort of felt as the passenger side appears to be in better shape and has felt on it from what i can tell. it looks like some 1-2 inch long piece of metal between the outer window and the rubber weatherstrip when the window is down.
