Bad rim or Bad clear coat???

Bad rim or Bad clear coat??? Over the weekend I did the following as described here.

As I done it 2 of my WS6 rims the clear coat came off as stated in the link. These 2 the chrome shines like brand new. Now my other 2 rims it didnt do this. It took all the dirt off and such but the rims has a dull look to it. I can see spots of like peeling and such (not chrome peel but clear coat).
I applied this 3 times to the rims and they still look dull with no signs of the clear coat coming off. Am I missing something or did GM make 2 different chrome WS6 rims in 99. I tried to polish them with Mothers chrome and metal polish. The spots that have some peel to it the chrome shines but the clear (if any) wont come off.
Any suggestions. Will try to get pics up tonight.
