Cutting bigger hole under the fuse boxes screw up structural integrity?

Cutting bigger hole under the fuse boxes screw up structural integrity?
I figure it is probably fine because it is in front of the tire and not on the frame rail, but just want to be sure.
I'm relocating the fuse boxes into the AIR pump area on my 98 TA by splicing the harness and running the wires through the fenderwell.
I want to leave the fuses facing upward so I can access them if need be, and they will stay drier that way. But I need access, so I want to cut a bigger hole in the metal there and then cover it up with an access panel I'll fab up to install over top of them and bolt them into place with some stainless hardware and speed nuts.
Think this will be safe?
