Precisely. Wheel and tire selection is critical. Stock f-body offsets tend to tuck the wheels in. These cars require aggressive offsets and wide wheels, like 17x11 or 18.10.5 in the rear, to get the right stance.
This was my car lowered on 2" Intrax drop springs and 18x9.5 C5 Z06 wheels. The car was pretty much on the bumpstops front and rear and wheels tucked way into the wheelwells.
And here it is lowered about 1.5" on cut factory springs, and 18x9.5 ADR M-sport wheels. These wheels have a more aggressive offset that pushes them out closer to the edge of the fender. Even though it sits slightly higher, the stance is way better with these wheels. In my opinion though, it's still not perfect. A wider wheel in the rear would complete the look.

Yeah it's safe as long as you upgrade your shocks too. The factory deCarbons aren't up to the task. I removed 1.5 coils from the rear springs and 1.25 coils from the front ones. Remember that cutting the springs raises the spring rate by: Number of coils removed / Original number of coils x 100, e.g. you cut 1 coil off a spring that originally had 10 coils... 1/10 x 100 = 10%. Therefore, your spring rate increased by 10%. While the increase in spring rate does stiffen the spring, it's not significant enough to prevent bottoming out if you drive hard on bad roads. I have bottomed my car out throwing it hard into a dip. However, it's a very rare occurrence. The Intrax springs by comparison bottomed out at least once every time I drove the car. In my opinion the car now rides and handles worlds better on cut factory springs than the Intrax set. Even all my friends who rode in the car after I did the swap noticed how much more composed and less jittery it became.

If you're wanting a laid out F-Body you want to talk to JasonWW. He's in the process of putting his Trans Am on the deck. As for "hella flush" I searched "hella flush Camaro" and this was all I came up with.
Another thing, I'm not going to kid myself, I'm not above whoring out my own ride. I think Stranos provide the perfect ride height for F-Bodies. All I've got to do now is get the mini-tubs in and order up some CCWs for my perfect stance.

Want a F-Body to "Sit" good? Run a staggered wheel setup with a proper offset! I'm not talking 18's front 19's rear. I'm talking something like 17/9.5 17/11, 18/9.5 18/10.5, 18/9.5 19/10.5 etc etc. Just as long as there wider in the rear. Oh and a set of Strano's help aswell. 
Other springs that "Sit" good are BMR, Hotchkis, and Eibach pro-kit fronts and stockers rear with the hose mod.

ill get picked of mine up later today. The top of my 28" MT radials is in the well and the front is 1 1/2" lower 
strange DAs on all 4 corners setup to launch. The car is low enough that i had to take the air dam off, it was about 1 1/2" of the ground and was ripping itself off
EDIT: found a picture of my exhaust before i adjusted the coilovers and redid my exhaust. Figured this would help people udnerstand how low and tucker my car was lol the rear end and suspension has since been pulled out, scotch brited and painted so dont mind the rust
