I think Camaros have a little sensor on the dash. I may be wording this wrong, but when it is dark out the sensor automatically turns on the lights. Your sensor could be messed up, covered up somehow, or just dirty.

In your case, I'd bet the contact for the ebrake sensor is not contacting the lever. Only thing to do is get in your center console to adjust the little contact to touch when the ebrake is up. I had this problem, adjusting the contact did the trick. You'll see what I'm talking about when you look.
The sensor is right next to your alarm light in the middle of the dash pad on the passenger side. If you're very careful, you can gently pry up the front of the pad to access the sensor from below. It's twist-locked in place, you have to twist it back underneath the pad to release it.
The hell? You must have misunderstood, I think he meant the BRAKE light on the dash. Yes it most certainly SHOULD indicate when the ebrake is engaged! That's what that light means, BRAKE means your ebrake is at least one notch up!
Sensor should be under the dashpad I believe. Someone with a Camaro can confirm.

A better solution to disable the auto-lights is to short together the two wires that go to the light sensor. A simple crimp connector like a scotch-lock works well for that.
