Those are export tailights. They're factory GM and were used on Camaros going to other countries that have different tail light requirements. I think the primary place these went to was Japan.

I prefer other cars to have amber lights, makes it way easier to see/distinguish turn signals at all times of day and night, that's probably the idea behind the requirements for other countries.
