Well for 90% of "brands" out there are really all the same just with different stickers stuck on them and different packaging.
with that said if money is no object get the Morimoto 3five or 5five kits (they run around 150 for the kit) in the HID world these are considered to be the best, short of OEM HID ballasts.
Most people on here will say DDM tuning for your HID needs, they are about as inexpensive as they come but the key here is finding a DDM that is an AC ballast and not a DC (which I don't think you can anymore, I may be wrong but there site doesn't seem to give that info)
Then there is the "Build your own kit" mentality which is what I'm in the middle of, I got these ballast because a video I found on youtube talked about the different "case designs" of HID kits and how the ones that have that little round section between the plug and wires (see the black circle) was a sign of the good style of affordable ballast. Attached is a picture of just ONE projector using a D2H Morimoto 5000k bulb and the Ballast in the link.
My bulbs are the expensive ones but if your just sticking them into stock housings (NOT RECOMMENDED) then you can get the cheap replacement bulbs that go for under 20 bucks on Amazon and Build your kit for about 60 bucks.

There is a Lighting FAQ as well that no one seems to look at.
