problem, i got my bumper repainted last summer and it chips so easily, why?

I say its okay to shoot over nice factory paint, it should've been wetsanded with like 400 grit, shot with bulldog flex and than topcoated while the flex is wet, Id say going over factory paint works good as the factory flex is underneath the original base color...I did my pewter SS this way and the paint never chipped excessively...
