Default Detailers! Is this fixable?

See pic below.. car has been sitting outside a few years. I've gone over this with a clay bar and cleaner wax but still looks this way.. would a porter cable buff this out? The surface feels smooth.. clear coat damage? Any advice greatly appreciated!

From pictures it looks to be clear coat damage. If so repaint is the only way to fix it.

I can post up a few more, but no, nothing is peeling.. Thats why I was wondering if its just from sitting so long.. could I try and wetsand it? Any tips would be helpful!

** I had a plastic tarp over the car for years, and that could be a reason?

A plastic tarp could be the problem. Moisture could be trapped in the clear. Depending on where you live in the U.S., moisture entrapment could have happened from rapidly elevating temperatures & temperatures dropping. Obviously, it doesn't happen over night (although it can but not to the degree the pictures show) but over many similar ambient fluctuations repeatedly over time.

Clear is not a solid surface. A side view under a microscope reveals a sponge-like texture of the chemical structure. Like any other material, a paint system expands and contracts depending on temperature.

Take the tarp off and pull the car in the sun (I know... winter is not the best time for that.) Leave it there for 1-2 days. If the moisture is still there (which by the looks of it, it will be) then try an IPA (rubbing alcohol) soak. Then try polishing. If that fails to meet your approval... re-pspray is the solution.

Kinda hard to tell. If its from the tarp, it could have left stains in the clear that *should* come out with paint correction. More pictures in different lighting would help. It could also be clear coat failure.

Go ahead and paint correct it. If it is clear coat failure, you're going to have to repaint regardless, so the risk is irrelevant.
