Mud stains on tires
Having said that, I'm not really sure how dirt could permanently "stain" a tire, unless it's very high in iron (rust) content perhaps. Have you tried concentrated cleaners such as Simple Green? Bleche-Wite is another good tire cleaner, though its current formula isn't nearly as powerful as the old formula. To get it back to full, former strength you can simply add some powder TSP (but then you have to be really careful if you ever have polished aluminum wheels or the like).
The cure for our tires was just water pressure - either a pressure washer or the spray and wash. I went to the spray and wash and used the high pressure nozzle right up close and it cleaned away the stains. Unlike paint where you're worried about chipping or the finish, the rubber is a lot more resilient and solid. Take the pressure washer to them, hit them with some tire shine, and they should be good as new.
